Laqach is one of those weird verbs in that it's parsed like a pe nun weak verb (or maybe a pe yod? I don't recall right now for sure). Therefore, the lamed often assimilates into the qoph, hence the dagesh. We know it's a Qal only because of the hireq under the prefix. The reason for the qames under the qoph is because it's also a lamed guttural weak verb, which often take on a qames as the vowel in that position.
