אִם־גָּמַלְתִּי שֹׁולְמִי רָע וָאֲחַלְּצָה צֹורְרִי רֵיקָם׃
Rough Word-by-word:
If I requited the one being at peace with me evil and intensely took off the one distressing me empty;
Smooth Translation:
If I payed back with evil the one at peace with me or intensely took from the one vainly distressing me;
Note:
The last phrase is difficult to translate. Soncino's JPS translates, "or spoiled mine adversary unto emptiness," while the Soncino commentary says that, "R.V. is to be preferred:(Yea, I have delivered him that without cause was mine adversary), the words being placed in brackets because the clause is in parenthesis."

To me, the adverb should be modifying one of the verbs and I'm just choosing the closest one.
