וַיֹּאמֶר אֱלֹהִים יִשְׁרְצוּ הַמַּיִם שֶׁרֶץ נֶפֶשׁ חַיָּה וְעֹוף יְעֹופֵף עַל־הָאָרֶץ עַל־פְּנֵי רְקִיעַ הַשָּׁמָיִם׃

וַיֹּאמֶר Qal imperfect 3ms from אָמַר (he said)"he will say" with a vav conversive making it "and he said"
